The Ontario Securities Commission has issued a report on marketing habits of hedge funds and other pooled funds and found that many of them don't make the grade when it comes to honesty. "We have seen a number of instances where the [marketing] materials were prepared in a way that highlights or exaggerates favorable points while omitting or failing to disclose facts that may be less favorable to the" investment counsel/portfolio managers.

It took four days, but AQR Capital Management has finally issued a statement to set the record straight regarding its performance and its plans to go public. Last Thursday, The New York Post reported that the Greenwich, Conn-based hedge fund had pulled its IPO plans because of defections by big investors. AQR says it's just not so.

We lowered our ratings on 112 tranches from 21 U.S. cash flow and hybrid
collateralized debt obligation (CDO) transactions and concurrently affirmed
our ratings on another 44 tranches from these transactions. The downgraded tranches have a total issuance amount of $4.689 billion, and all are from CDOs of asset-backed securities (ABS) collateralized by structured finance securities, including residential mortgage-backed securities.

Federal Reserve Chairman Ben Bernanke unveiled sweeping changes to the Fed's communications strategy in an effort to improve transparency with Wall Street and Main Street. The changes include doubling the frequency of policy-maker forecasts and extending the forecast horizon to three years. The Fed's changes don't include an inflation target, however.

Is California's Earthquake Insurance Coverage On Shaky Ground?
As if Southern California's recent devastating wildfires weren't enough, the Golden State got a second jolt on Oct. 30 via a 5.6 magnitude earthquake just outside of San Jose. The quake, though not severe, was large enough to remind us that it is simply a matter of time before homeowners, the California Earthquake Authority (CEA), and insurers will all have to pay. The CEA is the largest earthquake insurance provider in the world, but we believe that CEA's $8 billion in claims-paying ability could be inadequate if one or more major earthquakes were to occur.

INTERPOL ISSUES WARRANTS FOR IRANIAN BOMBING SUSPECTS
On November 7 the Interpol General Assembly issued warrants for one Lebanese and five Iranians suspects in connection with the 1994 bombing of the Argentine-Israeli Mutual Association (AMIA) building in Buenos Aires that killed 85 people. Argentine prosecutors claim to have evidence that Lebanese Hezbollah operatives carried out the bombing on the orders of senior Iranian officials. The move was applauded by Israeli Foreign Minister Tzipi Livni: “The link between Iran and world terrorism… has long been proven, and the time had come for this decision” (Communiqué of the Israeli Ministry of Foreign Affairs, November 8). An Iranian foreign ministry spokesman suggested the case had remained open for 13 years only because of “corruption” in the Argentine judiciary, and further claimed that the same judiciary had been “influenced by the Zionist lobby and community based in Argentina” (Voice of the Islamic Republic of Iran, November 8). Iranian State Prosecutor-General Qorban Ali Dorri-Najafabadi spoke of “psychological pressure” exerted on Interpol by “Zionist lobbies,” noting that Iran is itself “one of the major victims of terrorism” (Fars News Agency, November 8). The suspects include Lebanese terrorist Imad Moughnieh, the former chief of Iran’s Islamic Revolutionary Guards Corps, Mohsen Rezaei and former Iranian intelligence chief Ali Fallahian. Though frequently described as “international arrest warrants,” the documents issued by Interpol are actually “red notices,” which identify individuals as being wanted for extradition without compelling the state to actually arrest or extradite the subject.

ITALY, IRAN:  Italian firm ENI will continue doing business in Iran despite U.S. pressure for companies to cut economic ties with the country, ENI CEO Paolo Scaroni said in an interview with the Financial Times published today. Scaroni added that he expects U.S. shareholders to react to a major move on Iran, "but we are not there yet."
